Main weapon in bomb blasts

The main weapon that was used during all the blasts that recently took place in India is cycles. Bombs were planted on those cycles and they were used to kill many lives. Terrorists have very intelligently planned to plant the bomb on cycles as there is no proper regulation in cycle purchases. Will this govt. wake up at least now???
